Retry Eligible Failed Actions with Conservative Safeguards

Safe Retry is an optional administrator-only workspace and is disabled by default. When explicitly enabled, it can create one new unique Pending action from an eligible Failed Scheduled Action after validating:

• Current Failed status & Registered callback

• Source confidence & Action age

• Per-action cooldown & Hourly retry limit

• Hook and Group identity

• Argument depth, node count, value type, and serialized size

• Existing matching Pending action

• Administrator capability, nonce, confirmation, and request lock

Important: Safe Retry never runs an action synchronously and never modifies, deletes, cancels, reschedules, or edits the original Failed record. Business-side success is not guaranteed, so consequential hooks should be retried only by an administrator who understands the workflow.
